Yah man if one of your eccentrics is playing all loosey goosey back there then your alignment is probably out already, good news is the rear camber adjustment bolt, disc and nut are still available. Though that wouldn't explain the handling issue unless it was on the extreme side of wear. Unless he's referring to the nut on the rear tie rods then your toe will be out. Unplug the HICAS solenoid, itll throw a MIL on the dash tho the HICAS is super unlikely to be the problem. Bad speed sensor, circuit, cluster, speedometer gear on output shaft...use the FSM to test it. Speed signal loss cuts out power steering assist.
